Snow Ban Declaration Procedure

SNOW BAN

Weatherly Borough shall place the Snow Ban in effect for whenever an appreciable amount of snow falls or is predicted. At this time, the information will be announced on the Code Red Phone System and posted on both the Weatherly Borough and Weatherly Borough Police websites and Facebook pages.

Example;

Weatherly Borough is placing the Snow Ban in effect for 1/23/2024 at 8pm due to the predicted winter storm. All Vehicles must be moved by 8pm or they will be ticketed and/or towed.

All vehicles should be removed from the posted Snow Ban side of the street and remain there until the Snow Ban is Lifted or Reversed.

REVERSE SNOW BAN

When the storm has passed and the Weatherly Borough Road Crew determines that they have cleared the Snow Ban side of the streets and roads, they may then place the Reverse Snow Ban in effect.

Example;

Weatherly Borough is now placing the Reverse Snow Ban in effect for 1/24/2024 at 10am, all vehicles must be moved from the Non-Snow Ban side of the street by 10am or they will be ticketed and/or towed.

All vehicles should be moved to the Posted Snow Ban side of the street and remain there until the Snow Ban is Lifted.

CANCELLATION or LIFTING of SNOW BAN

When the predicted storm fails to produce conditions warranting snow or ice removal or the Weatherly Borough Road Department determines that Snow Ban is no longer needed to accomplish its mission of keeping the streets clear, the snow ban will be cancelled or lifted.

Example; Weatherly Borough is now Lifting the Snow Ban and regular parking may resume.

Weatherly Borough utilizes the Code Red telephone communication system to notify residents of certain borough related issues including, but not limited to: emergency notifications for snow ban, incident management for utility affected services (water, electric, etc.), or public notifications.

To receive such phone notifications, please contact the Borough Office at 570-427-8640 and provide any and all phone numbers that you wish to receive notification on.

LVHN Ambulance Service

The Weatherly Borough Council has designated the Lehigh Valley Health Network Ambulance Service as the Borough’s Ambulance service. Mahoning Valley Ambulance will no longer be the borough’s Ambulance service as of April 1, 2023.

Mahoning Valley has indicated that they did not do a membership drive in the borough, so if you chose to be a member of LVHN Ambulance Service, the application is on our website or it can be picked up at the Borough. Office. Just follow the instructions on the application and mail to LVHN.

Handicap Parking Permit

Renewal Application

All Weatherly residents with a current Handicap Parking Permit are hereby notified that the permit must be renewed annually. The renewal applications will be mailed out in January.

Completed renewal applications should be mailed attention Karen at the Borough Office at 61 West Main St. and accompanied by the renewal fee of $5.00 payable to Weatherly Borough for a non-personalized parking space each year.

New applicants requesting a handicap parking space shall make application to the Borough for review.

A fee of $5.00 payable at the time of notification of approval has been set. Handicap Parking Applications are available at the Borough Office or online on our website.

Borough Utility Payments

NOTICE REGARDING BOROUGH UTILITY PAYMENTS

If you pay your utility bills by check please note the followingYou must use blue or black ink. Checks written in any other color will not be accepted by the bank and will be returned to you!

Utility bills can be paid by:

Credit/Debit Card:

  • In person in Borough Office
  • Calling with Credit/Debit card
  • Signing up for Auto Payment

Check/Money Order: (Payment stub included)

  • Mail to the Borough Office
  • Brought into the Borough Office
  • Check/Money Order & Payment Stub in a sealed envelope and dropped in the drop box in the parking lot

Cash is not accepted!

Mattresses and Box Springs

County Waste has recently informed the Borough Office of a new requirement concerning the disposal of mattresses and box springs for trash pick-up.

EFFECTIVE IMMEDIATELY, All MATTRESSES & BOX SPRINGS MUST be wrapped in PLASTIC and sealed with a type of DUCT TAPE or STRAPPING TAPE in order for them to be picked up by the hauler. If they are not covered, they will NOT be picked up with the trash.

This requirement has been put into effect by County Waste due to issues caused by bed bugs affecting the staff and equipment.

Animals in Weatherly Borough

Due to some recent questions and concerns regarding animals living on private premises within Weatherly Borough, residents are urged to take notice of the following information.

ARTICLE IV
Defecation on Public and Private Property
2B-9. Prohibited acts

No person having possession, custody or control of any animal shall knowingly or negligently permit any dog or other animal to commit any nuisance, i.e., defecation or urination, upon any gutter, street, driveway, alley, curb or sidewalk in the Borough of Weatherly or upon the floors or stairways of any building or place frequented by the public or used in common by the tenants or upon the outside walls, walkways, driveways, alleys, curbs or stairways of any building abutting on a public street or park or upon the grounds of any public park or public area or upon any private property other than the property of the owner of such animal.

ARTICLE VII
Number of Animals on Premises
2B-18. Registration required.

If more than four (4) animals, six (6) months of age or over are kept on any premises, regardless of the number of owners, the owner of the premises must notify and register with the Weatherly Borough Health Department. Failure to so notify and register constitutes a violation of this ordinance.

Projects and Remodels

Weatherly Borough residents are urged to verify first whether permits are required before beginning projects in and around their homes. Examples of items that may REQUIRE one or more permits and, in some cases, INSPECTIONS as well are:

  • Decks
  • Fences
  • Sheds & Garages
  • New Roofs or Roof Replacement requiring sheathing
  • Enclosing Porches
  • Porch Floors requiring new Joists
  • Electrical upgrades
  • Some Plumbing
  • Structural changes
  • Chimneys/Chimney Replacements
  • Outdoor Fuel Burning Appliances

Special regulations apply in some cases. In addition, please be aware that the Code Enforcement Dept. is keeping under observation, such items as, High Grass & Weeds & Abandoned Vehicles on properties in the Borough.
